Beaver Co. Borough Passes Ordinance Aimed At Owners Of Excessively Barking Dogs

OHIOVILLE (KDKA) — Anyone who’s ever tried to sleep while a neighbor’s dog barked all night knows how frustrating it can be.

But the borough council in Ohioville, Beaver County, has passed an ordinance aimed at banning the excessive barking.

Owners of any dog “which barks repeatedly in an area where its barking may disturb the quiet of the neighborhood,” can be fined up to $600 or even go to jail for up to 30 days.

Mike Patterson is a dog owner and thinks it’s a good idea: “If you got a nuisance dog that’s not barking for any apparent reason except that it sees activity, it can be quite annoying.”

But both he and his wife Gina question how it’ll be implemented.

“All good dogs bark, so it’s kind of hard to enforce,” said Gina Patterson.

Borough Secretary Connie Vincik tells KDKA’s David Highfield that the ordinance isn’t meant for a dog that barks at the mailman or at a deer, but instead, it’s meant for a dog that barks continuously and just won’t stop.

She stresses police will not be out looking for barking dogs, but the ordinance does put something on the books when there’s an ongoing problem that’s disturbing neighbors.

Vincik says this came about after an elderly man repeatedly called police because he said his neighbors hound dogs just barked all the time.
